ADL Committee Minutes – October 2021

The Minutes: of the meeting of 1 September 2021 were agreed

Matters Arising: There is one version of the rules online, but the Thomas Field Shield needs to be added.

Three of the four cups say the away team pays the referee, but the Thomas Field Shield still has the teams paying 50/50 to the referee. This will be a proposed rule change for next season

The Cup Final dates have been agreed but there is a large increase in costs for the hire of the venue.

Correspondence:

Wendover have been asked to change their blue marked lines to white, to make them easier to see, they have not yet replied.

There was a complaint about the behavior of some spectators at a recent game, this has been dealt with.

A report has been received of a strong smell of cannabis coming from one of the changing rooms after a game, which is of particular concern as the area is also used by children. The Safeguarding Officer will investigate.

Ayletico have withdrawn from the league, insufficient players.

Reminder regarding player registrations

You can sign 3 players on the day except cup games, registrations from match day need to be with me by Monday, a scanned copy is acceptable before the paper copy. Your team sheet needs to be on Full time by Wednesday even if have players missing any players not showing on full time you must inform me. Whilst the WGS seems ok now there are still a few issues with players going across to full time.

When signing players on the day please tell the opposition and they need to sign the back of the registration form.

All players need to be registered 7 days prior to the game, no mid week signings.

A player isn’t registered unless I have received a paper copy/scanned and showing on WGS.

Any issues with registering players on WGS contact B&B and copy me in on your email.

Fixtures Secretary’s Report

Fixtures are up to date and scheduled until 30th October and are all on full time and the website

November Fixtures to be added once B&B second round draw is made soon

All Cup games bar the Presidents League Cup are on the website and will be manually emailed to Clubs and the process for teamsheets and results will be explained to those affected – this is due to a lack of full time access for the league for Sheffield Jackman, TFS. ADL Committee Minutes – September 2021

Minutes of the meeting of Aylesbury and District Football League Committee held at

Matters Arising 

The newest version of the rules are on-line. 

The “Idiot’s Guide”has been sent out to all clubs. 

 

Correspondence: 

  The Lipscombe Family would like to present an award “The Richard Lipscombe Memorial Award” which will be given annually to the club that has the highest Sportsmanship points. 

The FA have sent out guidance notes for the forthcoming season: 

   1. On field adaptions for playing football are no longer required.
2. No limits of how many people can meet.
3. One metre plus rule removed.
4. The definition of close contact remains the same, however the rules on self-isolation will be changing from 16 August.
5. Face coverings no longer required by law, but recommended in crowded indoor settings and may be mandated by some clubs or facility providers.
6. Changing rooms can be used, however participants should use their own judgement and minimise use where possible to avoid close contact in a crowded area for a prolonged time. 
7. No capacity limits for spectators but good practice is encouraged.
8. Hospitality is permitted without restrictions.
9. NHS Test and Trace QR codes not required by law but encouraged.
10. Free NHS lateral flow testing is available to clubs and we encourage clubs to take this up.
11. No domestic travel restrictions. Participants should continue to follow Government advice on international travel for any fixtures/ tournaments. 

The ADL Committee would like to add the advice that water bottles should not be shared and PPE for first aiders should be used

       

Next meeting we will discuss the outstanding fines for the AGM, Preseason meeting & registrations 

  

Registration Secretary’s Report 

        The registration form has been amended, but there is information missing from the bottom,             

         which needs to be adjusted. i.e. other clubs registered with and last season’s clubs. 

         All clubs are now registered but there have been many issues with WGS.  All teams that  

         have a paper copy of a player to Marcie 7 days before their game can play that player, but she      

         needs to be informed that it has not been possible to put the player on WGS. 

         If a player has been suspended they need to contact Berks and Bucks, not Marcie, as B & B 

         deal with it. 

         Due to issues with WGS emergency registrations on match day (paper copies) must be with  

         Marcie  by 6.30 p.m. on the following Monday so she can confirm she has received them, so  

         teams can then insert their team sheet by 6.30 p.m. on the Wednesday.  Failure to ensure this           process will result in the appropriate fines rule 11a/c 

 

Marc will check the team sheets on Wednesday, 6.30 p.m. 

 

Fixtures Secretary’s Report            
              All September Fixtures are on Full time and the Website 

 

All clubs should receive Fixture Reminders on Sunday morning not Monday evening now via full time. Clubs should check their contact details are correct, if they aren’t receiving them please update WGS or contact The B&B 

Contact details are all on the website www.adl-football.co.uk as a back up 

 

Clubs will get their result SMS text during the game as long as they’ve updated WGS correctly. Please email Marc on Saturday if this doesn’t occur. (If so to avoid a fine clubs can text him the result and he will manually input it to Full time)  

 

All Clubs should check they can log into FA Fulltime to complete their team sheets 

Can ALL clubs record their goal scorers and the minutes their goals were scored when they complete this.  

County Cup fixtures will be out soon for the B&B and the first games are scheduled 9th October  

Those Clubs using a Council Pitch if they can email their proposed pitch for games as full time can be updated to this is Fairford Leys, Edinburgh Playing fields, Bedgrove.  

Cup draws have been made and published, Cup semi final and final dates have been requested. 

 

Referees Secretary’s Report 

          The green referees copies of match day reports will be checked by Kevin. 

 

 

All county cup fixtures officials should now be appointed by league referees’ secretaries, up to the q/f stage. 

All County Cup postponements will now take place 14 days later, as opposed to the previous 7. 

A full entry list is to be sent to League Secretaries by the B&B FA 

ALL abandoned fixtures to be sent to the B&B FA by the League Secretary stating why, for any up-dates to be made. 

Whilst Kevin is away on Saturday 18/25 September to October 2nd, Kevin Dunnings will be fielding any referees’ issues. 

There are only 17 referees listed, most of whom are NOT available every week, which is insufficient for every fixture prior to Christmas. As previously stated, teams may well have to source their own referees this season. 

Only 3 of the 14 names submitted to the B&B FA followed through for the referee’s course commencing on Wednesday 1st September, and one of these is only 15 years of age, too young to undertake adult football. 

 

Press/Results Secretary’s Report 

Please can Secretaries ask their Managers & Players to follow the Facebook and Twitter Pages  

Clubs can text or WhatsApp or Facebook Message their results and scorers on match days.  

Clubs are reminded to send match action photos or a team pic of their squad and a match report before 6pm Sunday. 

Rules, Club contacts, Refs details are all on the website, all contacts should check they are correct.

We are not currently represented on the Berks and Bucks Board 

Elmhurst are the only club who have not got their match balls.

The Minutes: of the meeting of 13July 2021 did not contain details of the league formation, the purchase of footballs or possible free Cup entries.

 

Matters Arising: Teams have now been informed of the divisional set-up. Footballs have been purchased and it was decided there would be no free cup entries.

 

Correspondence:

We have had a query about the suitability of a blue kit that a team want to purchase. It has been suggested that if they have a sample that they bring the shirt to the August 9th meeting. Photographs do not show the true colour of a shirt.

Clubs have all been informed of their Cup entries, and have been given the chance to amend these.

The details of the ADL AGM and Thomas Field Shield, together with accounts, have been sent to County, who have queried the rules as they do not include mandatory changes made by the FA to the Standard Code of Rules. We need to update the rules to include the changes and return them to Berks and Bucks.

New guidance on heading the ball has been sent to all clubs via the FA.

A question was asked about the release of fixtures. This will be done approximately three weeks before the start of the season, and fixtures will be released on a monthly basis.

AFC Lions have withdrawn from the league

Oving Reserves have withdrawn from the league, they would like their existing team to be dropped to division 2.

 

Treasurers Report

 

Outstanding Fines – Aylesbury Hornets £20 to increase to £40 if not paid by 6 August

Deposits have been refunded to Dinamo Chequers and Quainton balance now £5,000

Aylesbury Vikings have yet to pay their entrance fee and deposit, due 7 days after the AGM

 

Registration Secretary’s Report

Teams need to have 14 players (28 if you have a reserve squad) registered by 8th August.

There seems to be an issue with registering players. The problem of needing a photograph has been hopefully resolved, date updated to 2025, but there are still issues that County seem unable to help with.

The new team sheet books will be given out at the 9th August meeting, the old books will no longer be in use.

 

 

 

Fixtures Secretary’s Report

The updated Cup fixtures will be sent to the Committee after this meeting. There are now 9 teams in the Premier Division, we will enquire whether any teams from the first division want the opportunity to play in the Prem.

 

Referees Secretary’s Report

There are now 18 referees signed for the coming season, which is still not enough and it will be challenging to find referees for every match.

There is a referees training course taking place on 1 and 5 September and ADFL will reimburse the course fees for any candidate who takes a refereeing course, after they have done a season’s appointments for the league. Kevin is arranging a pre-season referees meeting to be held on 2 September at the Tennis Club, starting at 7.30 p.m. The award for last season’s highest club marked referee will be made at the meeting.

Berks and Bucks are interviewing for a new Referees Development Officer

 

Press/Results Secretary’s Report

There have been advertisements from other leagues for friendly games before the start of the season.

Marc will update the “idiots guide” to the league, to help teams get less fines.

 

Any Other Business

ADFL would like to express their thanks to Michael Anthony for their continued sponsorship of the league. It has been difficult over the last 18 months to promote them because of the disruption to football. Some ideas for future promotion were discussed.

There will be three copies of each team sheet in the booklets. When the referees copy is sent to Kevin he will act upon any problems straight away.

A lot of teams are not filling in the sheets fully/correctly which needs to be addressed.

There was a minute’s silence at the beginning of the meeting in honour of Richard Lipscombe.

Matters Arising: there were none

Correspondence:

Since our last meeting Richard Lipscombe has passed away. His funeral was be Watermead Crematurium , 11.30 a.m. on Wednesday 21 July, followed by a wake at Rivets Sports and Social Club.

Mike Ward has resigned from Stoke Mandeville FC.

There are four new teams that applied to join the league: Aylesbury Vikings 1st and Reserves, Hale Leys, St Leonards, and Tring Town Development FC. Tring Town did not attend the AGM and despite the treasurer and secretary contacting them we have not had a reply.

Thame United B have changed their name, it is a merger of their old team and new players.

Dinamo Chequers have withdrawn.

Football team sheet pads will be handed out at the Secretaries meeting on 9 August.

Malcolm Pollard has been asked to be a vice-president of the League, and has accepted.

Lester Fenty and John Turnbull have also agreed to be vice-presidents, following their retirement as referees.

Registration Secretary’s Report

Marcie does not have a fourth sheet of the team sheets. If there is a query about eligibility she looks on Full Time. Teams must put on Full Time the same team as they have on the team sheet. They need to keep their copy in case of a query.

Team managers need to take to games a list of their players with photo i.d.s which can be made available to be checked by a committee member and/or the opposition.

Fixtures Secretary’s Report

All clubs have been send an email asking them to respond if they require a free weekend in

September, or if they need away fixtures in September because of problems with their pitch.

Referees Secretary’s Report

There are currently 8 referees signed for the coming season, Kevin hopes to have 20 by the beginning of the season.

ADFL are willing to pay for anyone who wants to take a refereeing course, as long as they work for the league for a season.

Kevin is arranging a referees meeting to be held at the end of August.

Press/Results Secretary’s Report

If teams are looking for a friendly match, or are offering their pitch for friendlies Marc will post it. Also if you are advertising for players or have training session reminders they can be sent to him via email, whatsapp or direct to the ADL Facebook page.

Any Other Business

There has been some confusion and controversy over the dark kit that some teams have, and the fact that it seems even darker on dull days. Therefore if your opponents or the referee ask you to change your kit for a game because it is too dark, please do so.

Matters Arising:

Four clubs have responded to the survey about Bucks Council football grounds.

There were several queries about fines from last month’s minutes, these have been dealt with.

Berks and Bucks will only accept one League Representative from ADFL.

Ludgershall are still using the old team sheets.

Liz Verrall attended the Reserve Cup on Monday 4 April and presented the awards.

We are desperately short of referees. There are 12-15 local candidates who are willing to take a referee’s course, but there are no courses available locally. If someone qualifies as a referee through ADFL, we will refund their fee for the course if they complete the following year as a referee with ADFL.

Press/Results Secretary’s Report:

There are 35 new followers on Social Media from the first three finals

The Programme’s for the finals are o.k., but the named team on the back of the programme must be limited to 16. Other team members who are not playing can be added to the inside of the programme.

We need so get sponsors for next year’s finals.

Any Other Business.

Trophies: clubs are reminded of Rule 13 c trophies to be returned to the League at the AGM for re-presenting at the pre-season meeting.

The proposed rule changes suggested by the sub-committee were put to the committee, Tony will draw them up to be sent out to Berks and Bucks FA, and when confirmed sent to clubs before the AGM.

Bearing in mind the present attitude about Good Friday being a Bank Holiday, it was questioned whether it was still appropriate to hold the Thomas Field Shield Final on that day in future years.

Application forms for 2022/2023 are to be sent out towards the end of April, including to several new teams.
