Matters Arising:

Trophies need to be returned by March 1 to a League Committee member.

Correspondence:

Aylesbury Hearts firsts and Aylesbury Vale Toqeer Titans firsts have been enrolled on the FA’s behaviour improvement programme.

Stoke Mandeville FC First) have reached Stage 1 of The FA Respect procedures having accumulated 25 disciplinary points since the start of the season.

Jon Wood of Berks and Bucks has been notified that we believe Bucks Council intend to raise the cost of Council pitches yet again, despite the lack of facilities.

Aylesbury Hornets v Steeple and Ludgershall – both teams fined £100 by Berks and Bucks FA

Alastair Kay will be leaving Berks and Bucks FA on February 14th.

Aylesbury Lions FC are withdrawing from the league.

We have received an enquiry about starting a new team.

A posting has been put on Facebook which was very derogatory to ADFL.  It has been removed, the person has been written to and Berks and Bucks FA have been informed.

Quainton pitch was unplayable so as per the rules the game was switched to Rivets Ground on 1st February. Rivets owed £90 pitch fee by Quainton.

Aylesbury Prison – great feedback again on the game and the process from Elmhurst   Elmhurst won 6-2.

  • Next game 15th February when Aylesbury Hearts will play them.  Have agreed to find them  an opponent every 3 weeks until end of May and then pre-season games will start.

Miscellaneous

Some Clubs are running out of games / subject to not having bad February weather – especially in Division Two and the Premier Division. Thus a Senior and Junior Subsidiary Cup will be set up from mid March to mid May. Most Division One sides should play to end of             April minimum.

Reminder-  season will end a little later with the Cup Finals played a little later.

Yet again a referee has resigned, this time because of Stoke Mandeville’s bad behaviour

Roger’s Report:

Only one game was watched, Quainton v Rivets, where the venue had to be switched be  cause Quainton’s pitch was unplayable.  Threatening behaviour was displayed by a few Rivets players.

Can clubs please send in their suggested Rule changes, and the name of the rule they want changed to the secretary.

It is necessary for each team to have two kits, with different coloured tops and socks.

The dates for the AGM, Thursday June 26, and Secretaries Meeting Thursday August 7 have been booked at Rivets Sports and Social Club.

Wingrave’s new changing rooms are now in use.

Congratulations to Great Missenden and Stoke Mandeville who are in the B&B Charles Twelvetrees Semi Finals Stoke Mandeville being played 8th February, Great Missenden 15th February.

Our Treasurer, Tony Skeggs, will be standing down at the end of this season, partly for personal reasons and partly because he has had enough of the violent behaviour of a number  of our teams.

The meeting closed at 9.15p.m.  The next meeting was arranged for 5 March 2025

MATTERS ARISING: Some clubs have still not paid outstanding fines, so their fixtures will be withdrawn  until they are paid.

Some trophies are still to be returned.

CORRESPONDENCE:  We are still receiving complaints about the bad behaviour of some teams.  Two of  these teams have been enrolled on to the FA’s Behaviour Improvement Programme by Berks and Bucks FA.

We have been unable to contact Buckinghamshire United, emails have bounced back, this has now been referred to Berks and Bucks FA.

Despite our efforts it is believed the cost of Council pitches will be going up again.  Again we will notify Berks and Bucks FA who we have been lobbying to act on our behalf.

There seems to be confusion again about what to do if you believe your pitch is unplayable. Please refer to rule 20A

If the occasion arises, either club shall contact the ADFL allocated pitch inspector no later than three (3) hours before the advertised kick-off time who will decide as to the fitness of the pitch . Only the referee or in their absence a local referee or League Officer of the Aylesbury and District       Football League may cancel a League match or decide as to the fitness of the pitch except where a third party such as a Local Authority has overriding authority on pitch usage.

The Management Committee shall have power to decide whether a pitch and/or facility is   suitable for  Competition Matches and to order the Club concerned to play its Competition Match(es) on another ground. If a team postpones a home match three (3) times or more in a season due to unfit  pitch(es), they shall seek an alternative venue, if possible, at least five (5) days prior to the next scheduled fixture, and confirm to the committee their planned action of repairs / alternative venue.

If the game is called off the referee, referee’s secretary, opposition, fixtures secretary and league             secretary have to be   informed.

ROGER’S REPORT:

Roger observed two games recently and reported back to the committee on the performance of the referees and players.

ANY OTHER BUSINESS:

Sadly we have to report the death of Pauline Humm, who was involved with Ludgershall for several years.  Our thoughts   and condolences go to her family.

Suggestions for rule changes should be sent in, with the number of the original rule and the wording  of the proposed change.

Helpers have been recruited to help with the semi-finals of the various Cups, and we have most  presenters for the Cup matches

Quainton played against the Prison

WE had a really good game playing the prison, comms in advance were good and we submitted our planned squad and managers to the prison in advance, we arrived promptly at the gate at the agreed time and we were asked for our ID and were all checked in and securely cleared for our entry into the prison, we were shown to our dressing room and the managers/supporters were offered drinks which  was a nice touch, once we were all changed the changing rooms were locked and we were taken out to the pitch where we warmed up, we had a quick chat with the referee who was very good and we  explained we had brought our second 11 to get them some match time and they had the opportunity to get into our first team, the whole game was played in a very good manner and there was no issues  whatsoever, they had some very good players and have potential to be a really good team, we managed  to get to half time 2-1 up however through a combination of injuries and match fitness we proved to be  less of a challenge in the second half and we were soundly beaten by full time, everyone shook hands  and congratulated the winners after the game and the process of getting out of the prison was as easy   as the entry, we would have no hesitation in arranging a friendly against them again in the future (with a few more players available), overall this was a very positive experience and we would have no hesitation in recommending the experience to others.

The meetuing ended at 9pm – next meeting Wednesday 5th February 2025

Matters Arising:
• Buckinghamshire Utd FC – They had only replied to the B&B FA request for a meeting on the4th December on the 3rd December. A new date will now be set.
Correspondence:
• Aylesbury Royals FC – Change of club secretary. The new contact details are Ryan Lee –ryan.lee.2106@gmail.com / 07719 309255.
• The B&B FA – They have a run a referee’s course inside Aylesbury Prison and have reported that successful attendees are now officiating in the ADFL. The referee’s secretary to clarify with the B&B what they mean and who are the referees.

Treasurer’s Report:
Lloyd’s bank will now be applying an account charge of £4.25 per month plus there will be charges
for paying cash and cheques into the account.

• Quainton FC had played Aylesbury Prison on the 30 November. Feedback from the Prison was positive. Waiting for Quainton FC to respond.
• The League has received messages regarding alleged ineligible players. If a team has suspicions, they must check their opponents photo id, ask the player to sign the team sheet, and/or provide photographic evidence of the ineligible player. Complaining after the match does not give the League scope to assist.

Referees Secretary’s Report:

• All games are being covered. Have picked a couple of new referees.
• Aim to hold a training course for referees on how to run the line efficiently.
• There was a discussion over the usefulness of the 4th official at the League finals. Agreed to keep with them.

Behaviour Problems
• Following several incidents at matches some clubs and players have been fined and received suspensions.
Aylesbury Vale TT v AWAC – Player suspended for 530 days, fined £215 and has been banned from all grounds.

Aylesbury Hearts v Stoke Mandeville – Aylesbury Hearts fined £230, Stoke Mandeville £200.
The player who refused to leave the field received a fine and a three-game ban.
• The following matches are under investigation by the B&B FA.
• Stoke Mandeville Res v Oving – A warning has been issued to both clubs.
• Quainton v Aylesbury Hornets Res.
• Steeple & Ludgershall v Aylesbury Hornets Res.

Any Other Business
• Clubs are reminded that trophies won last season will need to be returned in the new year.
• Advertisers will be needed for the cup final programmes.
• Kevin Dunnings had found a potential sponsor for Thomas Field Shield / League. Secretary to follow this up.
• Elmhurst v AW – It has been reported that a bag left pitch side which has been reported  the police due to the contents of the bag. The bag has been identified to one of the clubs who will be written to by the League. Again this unacceptable behaviour.

Thomas Field Shield
• 23 November – Steeple & Ludgershall v Great Missenden. Steeple & Ludgershall unable to
raise a team. Game awarded to Great Missenden. Steeple & Ludgershall fined £50 plus half
match fee of the referee. Rule 18M1.
• A presenter for the Thomas Field Shield medals is needed.

Marsworth Cup
The hire of Tring Athletic FC for the two finals was discussed. It was agreed to arrange another
meeting with Tring Athletic FC, Peter and Kevin S to attend, as the League would not be signing
the proposed hire agreement.

The meeting closed at 8.45 p.m. The next meeting was arranged for 8 January 2025 starting at 7
o’clock

Stoke Mandeville have denied that they instigated an attack on a Chesham Youth player.

Rivets now have access to Full Time.

Correspondence:

The secretary of Buckinghamshire United has resigned.  Until a new secretary is in place correspondence should be sent to Shaye, email shaye@buckinghamshireutdfc.co.uk.

We have received a report from Oscar Boyle about his experience playing against Aylesbury Prison.  This will be sent round to clubs in a separate email.

 Fixture Postponement Process – Clubs MUST contact their Referee if they are      concerned over the fitness of a pitch and ask the official to visit the pitch before            KO. They can Video Call the Referee. (Photos are not acceptable)    If the designated Referee is not available, a committee member from the Pitch      Inspection Team should be contacted, they may send a badged official to assist  with the inspection.

Bucks Utd – Fixtures will not be provided until fines are paid up to date and             confirmation of the ability to fulfil the season is provided by the Club to the League.

There are Teamsheet concerns regarding players signed on the day. Clubs MUST             backdate players not added to the teamsheet by the Monday 6pm deadline. The deadline for this is Wednesday 6pm. A club should NOT play a player until they show on Fulltime Squad list as a qualifying player.

All games were covered last month, however the behaviour of some teams has caused a great deal of concern, with referees being threatened and attacked, something that is not at all acceptable.

The Minutes: of the meeting of 4 September 2024 were agreed.
Matters Arising:
• The pitch at St Michael’s School was too short, so AV Dynamo Warriers would be playing at
Kingbrook School.
• A new quote for cup final programme production had been received at 78 per copy.
• The Prison game did not taken place.
Correspondence:
• Wingrave FC – The Development team was struggling for players and had requested two weeks off. They had called off the game on the 12th, so it was agreed to give them a free week on the 19th and 26th October.
• Ryan White – The B&B FA wanted more evidence that Ryan White had attended matches despite being reported by the referee. Further FB comments would be forwarded to the B&B.
• Aylesbury Lions FC – Dispute over a DofB of a player. B&B investigating.
• Buckinghamshire Utd FC – Buckinghamshire Utd had won their appeal due to the League not forming a constitution at the AGM as specified in the rules, despite minuting that this would not take place until the SGM. The reason for the expulsion was not a consideration.
• Chesham Youth FC – Chesham Youth had reported an alleged assault by a Stoke Mandeville player and manager on one of its players at the end of the match. Secretary to write to Stoke Mandeville FC for their comments.
• AV Dynamo Warriors FC – There were several players still not registered as the forms had not been submitted to the Registration Secretary. The Registration Secretary had explained the process to the Warriors Secretary.
• Aylesbury Royals FC – New home pitch. Now Bedgrove Park.
• Rivets FC – The Secretary did not have Full Time access. This needed to be set up via WGS or failing that The FA need to be contacted. Rivets were to be given 7 days to set up access or fixtures would not be scheduled.
• Aylesbury Hearts FC – Complaint about a referee. The contents were noted, and the Referees Secretary would respond. A committee member would attend future games.
• Elmhurst FC – New home kit – pink & black tops, black shorts and socks. New away kit – green & black tops, white shorts and socks.
Treasurer’s Report:

Registration Secretary’s Report:
• An email on the registration process had been sent to all the clubs.
• There was an issue with Full Time that you cannot add player telephone numbers, but this
was being investigated.
• For B&B FA cup games players needed to be registered by midday on the Friday.

Fixtures Secretary’s Report
Free Weeks
• Aylesbury Hornets FC wanted a free week on 12th October, not within the 4-week period, so
declined. They wanted the 4-week notice for a free week changed. They would need to submit a rule change request to the AGM and reason for it.
• Wendover FC had requested a free week, 2nd and final, on the 9th November. Accepted.

Matters Arising:

We are still waiting for a date suitable for Alastair to meet with the Secretary and Chair.

Correspondence:

Buckinghamshire United have appealed against their removal from the league. They have not yet affiliated.

Aylesbury FC have changed their kit colour to grey tops, black shorts and grey socks. Their blue kit will be their second kit.

There will be an adult referee course on 12 & 13 October at Ascot.

Stoke Mandeville have a new reserve manager Lee Benton lee.benton@hotmail.co.uk 07900996455.

Aylesbury Hearts Home ground will be Edinburgh Playing Fields.

AVDFC Spartans have folded

Registration Secretary’s Report:

There have been several enquiries about rules concerning signing on players. Two can be signed before Friday midday, and three on the matchday – excluding cups.

Players who have played at a higher level for 6 matches need to wait 21 days to play at grass roots level.

Forms and queries need to be sent in by just one person from a club.

If it comes to the attention of the Committee that any players are being paid, it must be reported. We are an amateur league and do not receive payment for playing.

All Council Pitches are back available, could clubs using them please provide any feedback on their condition, from the pitch to the changing facilities.

Clubs are reminded that they must not rely on the FA Full Time text for Results, they should check the website to ensure it’s been received correctly, a back-up to guarantee avoiding a fine is to also manually send it via Text or Whatsapp to the Fixtures Secretary on 07738215353.

Clubs most not change a KO time or pitch location without informing the Fixtures Secretary. Things will usually be granted with mutual agreement with both teams and the Official.

Referees Secretary’s Report:

The pre-season meeting of referees was held on 27 August.

The winning rookie referee was Stephen Griffiths, Neil Harding won overall.

There will be a referee course here on 6 October which Mark will attend to scout for new referees.

Coverage of referees for matches is o.k. until the end of the month, when it may be difficult.

Mark will not find referees for friendly matches in future.

Any Other Business

Pitch inspections have been made, the teams with problem pitches have been emailed.

Mark has enquired about a new source of programmes for Cup Finals.

Matters Arising:

Peter will not be available during part of the winter so Kevin Saw will take over as Chair.

Haddenham will only be charged when they are able to play on their pitch, at other times they will hire a Council pitch, which will help alleviate their fixture issues.

Correspondence:

We have heard from Berks and Bucks about the cost and usage of school 3G and grass pitches, but there would be no changing facilities and times would vary. We have informed them that is not of much help to us.

County have asked us to declare areas around football pitches to be smoke-free zones, but we have no way of policing this so it is impractical.

The Secretary and Chair have been invited to meet with Alastair from the B&B FA for an up-date meeting.

We have some new officials recently qualified, plus some experienced referees that has moved to the area or are picking up the whistle again

Mark will be attending a referee course as ADL representative on 11/08 @AVD

The preseason meeting for referees in August is still to be arranged.

There will be pitch inspections of all pitches before the start of the new season.

A considerable amount of time was spent on the final draft of the divisional set-up. It will have been sent to clubs, for approval at the SGM.

The table of Cups each team has entered has been sent out, if any club has not seen it please contact Margaret a.s.a.p, definitely before the draws are made on 9 August,

The agenda for the SGM has been revised and was sent out on 1 August, 7 days before the SGM. The Committee are recommending the removal of two clubs in the league, a two thirds majority is needed for this to happen.

Marsworth Cup Report

Tring Athletic have been approached about holding next year’s Marsworth Cup Finals there, following problems last season.

It was agreed, with the proviso that teams in the Cup Finals would each supply three stewards to monitor and deal with any unsatisfactory behaviour of the spectators. Prospective teams have been informed of this, and advised to withdraw from the Cup if they are not prepared to supply stewards.

Due to the issues that occurred during the 2024 Reserve Final, both this season’s fixtures will be planned for a Monday evening.

Congratulations to our Vice Chairman Kevin Saw, who was nominated for an ‘Outstanding Contribution’ Award by the Berks and Bucks FA. The Awards Ceremony is on 25th July.

The Minutes: of the meeting of 5th June 2024 were agreed

Matters Arising:

Following Peter and Kevin’s visit to Aylesbury Prison and the discussion at the AGM, more will be discussed at the SGM with regards a Football Team being created with games being played at the Prison. The aim is to play friendlies for Season 2024-25, pending a possible entry to Season 2025-26.

We have a reply back from Jon Wood from the Berks and Bucks regarding Aylesbury Council pitches and other alternatives. An investigation has been made regarding School Pitches, however only a Grass Pitch and 4G pitch price has been quoted with no further information on where the location is. The Committee will seek further information.

Peter will revisit Tring Athletic FC with regards usage of their facilities for Season 2024-25 for the 2 Marsworth Cup Finals.

Tring Town Zebra’s will known as Tring Athletic ‘A’ for the forthcoming season.

AWFC and AWFC FC Reserves will affiliate as one Club for season 2024-25 but as two individual and independent teams as AWFC and AWFC AC in the Premier Division.

Registration Secretary’s Report:

Player Registration Forms are now on the website.

Clubs are reminded to obtain authority from the Player by them completing the Paper form first, then to submit the Player to Whole Game System. Once submitted issue free, they can scan the Paper form to Marcie, Registration Secretary.

Fixtures Secretary’s Report

Clubs were asked at the AGM to forward details of their County Cup requests so we can ensure they are entered after issues in previous seasons. Only 5 Clubs have communicated. Please can all Clubs who are entering the B&B or Herts FA Cups to confirm by 14th July.

Referees Secretary’s Report:

A Referees Meeting is being organised to discuss next season and how things cn be improved.

Any Other Business

After a question was raised at the AGM on the League’s Finances, further support for Clubs is being investigated. If Clubs have any ideas on what they would like the League to do with funds, they should put things in writing before 14th July.

AWFC were invited by the Committee to discuss both their Teams behaviour, On and Off the pitch last season and their comments for the forthcoming Season. A stern warning was given that their behaviour is not acceptable and must improve. AWFC confirmed they would take the appropriate steps to improve things.

Congratulations to Kevin Saw who was chosen to referee the ESFA National Under 13 Cup Final at West Bromwich between Thames Telford School and Upton Grammar School on 23 May.

The Minutes: of the meeting of 1 May 2024 were agreed

Matters Arising:

The Marsworth Cup and the Thomas Field Shield are separate competitions to the ADFL

Cups and therefore need to be separated from the main body of the ADFL Minutes.

On 11 May Peter and Kevin attended a game at Aylesbury Prison between the prisoners and Berks and Bucks representatives. They will speak about this at the AGM.

Clubs were emailed to discover whether they would use Aylesbury Council pitches if they were in a better condition and less expensive. Five have replied positively.

It is worth noting that Berks and Bucks have the ability to provide a grant for clubs with their own pitches that need improvement. Contact Berks and Bucks for further details.

Good quality footballs have now been obtained for Cup Finals.

Correspondence:

We have had correspondence from Buckinghamshire Council about clubs signing up for a Smokefree Sidelines campaign, they informed us that some clubs have already done this. The Committee felt this would be impossible to enforce.

Matters Arising:

Jon Wood of Berks and Bucks FA attended our meeting and gave us an update on their meetings with Buckinghamshire Council. They are aware of the state of the Council pitches and changing facilities, also the cost of hiring the pitches. No decisions have yet been made, but now Berks and Bucks FA are actually doing something we are hopeful they will pursue our cause. Jon asked how many teams would want to use Council football grounds if the quality of the pitches and changing facilities were improved, and the cost became more reasonable. We will email all clubs to find out.

He also spoke about the referee shortage, and it was pointed out to him that although courses have been put on within travelling distance of Aylesbury, the people from the Aylesbury area were not informed until the courses were practically full.

Correspondence:

Berks and Bucks FA have an early warning system to highlight any teams displaying the initial signs of potentially folding. A copy will be sent to all clubs.

They have also sent the grassroots open-age football safeguarding requirements for sea-son 2024-25, which will also be sent to clubs.

An update on Cup details has also been sent, which has been forwarded to committee members.

The ADL are very pleased to be advised that our referee Sophie Dennington has been ap-pointed to Senior Assistant on Women’s FA Cup Final next Sunday May 12th @ Wembley Stadium. We send her many congratulations and all our best wishes on this amazing achievement.

We need to buy better quality balls for Cup Finals next year, also a card machine has been ordered.

All teams are reminded of their responsibility towards ensuring that the changing rooms they visit should be left clean and tidy, there have been several reports over the year of teams leaving changing rooms in a state. If you go to an opposition’s changing room and there are problems within it when you arrive, please contact the home team immediately to inform them.
