Matters Arising :
* Sadly Bucks CC were defeated in the Intermediate Cup Final. Our congratulations are sent for getting to the final.
* Secretary to write to Aston Clinton regarding the referees changing facilities at Weston Turville.
* League Registrations asking for an update on the Special General Meeting re Photo ID. Secretary advised them of the outcome of the meeting and LR will put things into motion.
Correspondence :
* Clubs have asked when the new registration form will be available to download. Marcie to be asked for an update.
* Thame Town FC – withdrawing from the league. Thame Town to be fined £50.
* Britannia FC – thanking committee for semi final organisation.
* St Johns Magnets – thanking committee for organisation of the Reserve Cup Final.
Treasurer’s Report :
* Income since last meeting £380 (fines £340, transfers £40). Expenditure £90 (referees expenses for Reserve Cup final). Balance stands at £18,362
* Nothing received from Bierton to date. Thame Town will pay the outstanding fines of £150 in two instalments.
* Reserve Cup Final gate was £454.

* Subsidary Cup Final to take place at Fairford Leys on 21st April with a 4pm kick off. Peter Rice to purchase trophy and medals.

Press Secretary’s Report :
* Steve Downer to be approached with regards to helping with the website.
* Dayla’s sponsorship of the Thomas Field Shield to be made more prominent on the website.
Any Other Business :
* A reminder to all clubs that the wearing of dark shirts, especially those with a black panel on the back, will not be permitted from the beginning of next season as per Rule 9a. This follows several complaints over the past few weeks.
* The new application form to include clubs being asked to give details of their Public Liability insurance. Clubs are also persuaded to make sure their players have adequate Personal Accident insurance. Referees are covered by the Referees Association.
* It was agreed that the new suspension procedure is both confusing and unfair with players not being allowed to play in competitions which have not been designated by County FA. This results in even lengthier suspensions.
* Cups being returned in very poor condition. Clubs will, in future, be charged for the cleaning and repair where necessary.
* Presentation of Divisional Trophies was discussed. Clubs to be asked when they would like them presented.
* Engraving plates need to be organised for Premier Division Trophy and the Thomas Field Shield.
* FA Cup final tickets have been applied for and applications have been successful.

Matters Arising :
* League jackets arrived and distributed.
* P&IC Utd and Elmhurst have both been fined £50 by County FA for their abandoned match. Clubs to be fined same amount by League. Result of the match to stand.
* No response received from County FA re subjects raised in previous meetings.
* Bierton FC – to confirm that reserve side has folded and for their results to be expunged. First team is under new management. Monies owed to the league must be paid by the AGM.
* John Davies from Sky Sports News will be guest of honour at one of the finals.
* FC Spandits FC – cup hooks have been replaced on goalposts.
* Ryan Daly of Brill FC wishes to meet with referee to apologise.
* With several teams finishing league programme early, Danny Bayliss and Marc Thoday to organise a Subsidary cup competition.
Correspondence :
* AccessIT Data Limited – offering services re Photo ID. Secretary has responded thanking them for their offer.
* Bierton FC – providing contact details of new officers. See website for details.

* Stone, Bishopstone and Hartwell Parish Council – giving details of new pavilion to be built on Memorial Park, Stone.
* Nik Sabatini – applying to join ADL committee. Nik to be invited to the next few meetings to see if he would like to be proposed at the AGM.

* St Johns Magnets FC – requesting meeting with ADL chairman regarding continued internal club dispute. Chairman willing to attend provided all parties concerned are guaranteed to be there.
* Thame Town FC – new contact Matt Warner. See website for details.

* Income since last meeting £280 (fines £140, transfers £140), expenditure £518 (telephone £271, stationery £60, expenses £25, room hire £162). Balance stands at £18,072. Field Shield balance stands at £4,315
* Trophies have been ordered at a cost of £3,740. This is an increase due to having an extra division this season.
* Outstanding fines – Aston Park £30, Bedgrove Dynamos £30 and Wendover £10. All will be increased by 50%.

* Referees average is now 78.2

* Correspondence received from Berkhamsted Sports ref low referee’s mark.
* It seems that clubs tend to give referees a mark of 51 to avoid writing a report. If you think a referee is poor we need to know in order for us to build up a file on each one.
Press Secretary’s Report :
* The League’s Facebook page continues to be busy. The inappropriate items are deleted.
* Contact found to update website to make it look more professional. It will cost £100 per year with a £400 set up fee. Marc Thoday to forward a link.
* It was agreed that we should continue with Mitoo.
* Reference to last year’s AGM date to be deleted.

Minutes of the Aylesbury & District Football League Executive Committee Meeting held on Wednesday 1st February 2012 at Bucks CC Sports & Social Club.

The meeting started with a brief discussion with Gavin Long of Thame Town FC regarding why there was a problem with the notification of his clubs results and why his club had not been entered into the Sheffield Jackman Cup. Gavin maintained that the results were being reported to the Press Secretary but late on occasions. With regards to the Sheffield Jackman Cup, at the beginning of the season there was some confusion with Thame Town running just the one side in Division 1 which is why the application was missed. Thame had not queried this before the quarter final stage thoughand had not been charged an entry fee.
The minutes of 4th January were agreed as a true record.

Repayment plan for Bierton FC not calculated yet as fines continually mounting up. With fines applied tonight it was agreed that Bierton are given until 10th February to pay fines. Failure to do so will result in club being suspended. Players wishing to be transferred from Bierton FC to lodge £60 with Treasurer to cover their proportion of monies owed. This is refundable if/when club settles outstanding fines.

Rules – Robin Woolman has ratified league rules following a couple of queries from clubs. It appears County FA have not ratified our rules since 2009/2010 season despite being sent them in the usual way. It was agreed that the rules be presented to clubs at the SGM on 15th March. New rules WILL NOT be introduced until the new season.

International Clearance. We are currently seeking clarification from County FA with regards to this. It appears that any player born outside of England will need International Clearance to play in the ADL. More to follow.

For Saturday 4th February there are currently 5 spare referees.

Colin Gwilliam has joined our list of referees. He is also a referees assessor.

The average for all referees is currently 77.8% with 38 referees having an average of over 71%.

If we are to continue to improve the league it was agreed that clubs must, with effect from the 2012/2013 season, have separate lockable changing facilities available for referees. Rule 10b paragraph 4 applies.
Press Secretary’s Report :
We are in the process of having somebody look at our website with a view to having it managed. The person concerned is currently looking after Tring Corries website. More details to follow.
Any Other Business :

Marc Thoday and Danny Bayliss to work as a sub-committee with regards to deciding if a Subsidary Cup will be necessary. It was felt that it may be too late to make a decision at the March meeting.

It was agreed that our previous decision with regards to allowing players to transfer even though monies are owed to the original club, should be reversed.

Rule changes. Clubs are reminded to forward any proposed rule changes to the Secretary by the 28th of February.

There may be an application from Hale Leys FC to rejoin the ADL.

There followed a brief meeting with Rob Beel , Manager of St Johns MagnetS FC as the Committee wished to hear his version of events leading up to the cancellation of the First Team match v Aylesbury Dynamos on 5th November 2011. Having listened to his account and having fully answered questions on the subject, it was agreed that the Committee’s original decision to award the Reserve Team match to Oving on the same day should stand. The Secretary to advise Ron Gaffney accordingly as an appeal to County FA was likely.
On advice from the Berks & Bucks FA ALL Racism, Photography and Facebook issues must be referred directly to County FA and NOT to the ADL.

The meeting began with a discussion with a representative from League Registrations Ltd who deal with Photo ID. It was agreed that we would proceed with the proposed introduction and that clubs be called to a Special General Meeting where a presentation would take place. Referees Secretary’s Report :
* Aylesbury Wanderers gave Lester Fenty a low mark but no report received. £10 fine to be imposed.
Any Other Business :
* It has been noticed that the Swiss FA have recently deducted 36 points from a Swiss side who fielded ineligible players.
* Rules meeting scheduled for 29th February. Any proposed rule changes from clubs must reach league Secretary by 28th February.
* AGM to be scheduled for 28th June and the pre season meeting 9th August.
There then followed a meeting with representatives from St Johns Magnets FC who were appealing against the Committee’s decision to award their Reserves match to Oving on 5th November. Peter Rice began the appeal by reading out a statement on behalf of the league. Ron Gaffney, Secretary of St Johns Magnets responded by reading his own statement.
After a lengthy discussion it was agreed that the problem was an internal club matter and that the decision would stand. Ron said that an appeal would be made to the County FA.

Brian Constable was invited to attend the meeting to give his account of the abandoned match between Elmhurst and P&IC Utd. Brian refereed this match and gave his report and answered questions put forward by the Committee. The matter is being dealt with by County FA and the matter will be discussed once a decision has been reached by them.
The minutes of 2nd November were agreed as a true record.
Matters Arising :
* Peter Rice met with AVDC and the following was discussed. Clubs will need to sign the terms and conditions once the website is up and running fully. AVDC to put on their website which club is playing where by the Thursday, Press Secretary to update ADL website for the Friday. Peter Rice to accompany O’Connells for pitch inspections when necessary, Mike Dobson deputising. Clubs must pay for their pitches by close of business Tuesday. AVDC currently chase clubs who have not paid, in the future they will not chase meaning clubs will not have a pitch prepared. Eventually clubs will be able to book a pitch online 24/7.
* Suspension list – Secretary unable to get hold of B&B to discuss.
* Reasons for delaying transfers – clubs may only hold back transfer forms if the player/s concerned owe the club fines from cautions etc. Signing on fees etc will not be accepted as an excuse to delay a transfer.
* The Aylesbury RA have sent copies of an objectionable Facebook page to the County FA for their comments / action.
* League jackets – quote received for £600. Second sample to be obtained before a decision is made.
* Photo ID – League Registrations to be asked to attend January meeting.
Correspondence :
* Bucks CC FC – querying referee fees for ADL league and cups. Secretary to respond.
* Ludgershall FC – query relating to teamsheets. Secretary to respond.
* Quainton FC – query relating to the transfer of Johnathan Patel. It was agreed that as the player had not played any matches for Aylesbury Wanderers then his registration with St Johns Magnets was in order and he was clear to play for this club. The Registration Secretary apologised for not picking up on this before. (See note above re player transfers).

5/11 Aylesbury Dynamos v St Johns Magnets. St Johns Magnets did not field a team. Match awarded to Aylesbury Dynamos and St Johns Magnets to be fined £50. St Johns Magnets also to reimburse Aylesbury Dynamos for the pitch hire.
There then followed a discussion regarding why St Johns Magnets Reserves played on the same day that the first team did not. An account from St Johns Magnets had been received. The decision reached was that the match between St Johns Magnets Reserves and Oving would be awarded to Oving and St Johns Magnets fined £25. Tony Skeggs did not take part in the discussion or included in the decision making.

* There are approximately 50 games per division to be scheduled. The draws for the next round of the Reserve Cup and the Tom Sparkes League Cup took place (see website for details) and the quarter final draws for the Field Shield and Sheffield Jackman will take place in January.

* Your Game is an article from the FA which outlines the duties of all club / league officials. May be useful to new clubs especially.
* A reminder to all clubs that if a player requests a second transfer in the same season, he can only be transferred back to his original club. This is an FA rule.
* Would the ADL consider becoming a feeder league as Premier Division contains some strong clubs? Secretary to approach County FA to make initial enquiries.
* Peter Rice met with Bierton FC to discuss outstanding debts and the general running of the club. Agreed to allow Bierton to settle outstanding debt at an agreed amount per month but total debt must be cleared by the AGM. Copy of agreement to be sent to County FA once decided and agreed upon.

Matters Arising :
Fine for late Bedgrove Utd Res teamsheet 10th September cancelled as it was in fact received on time.
Peter Rice to set up a meeting with Claire Jones from AVDC re pitches.
Secretary to ask County if there is a concise suspension list available to view.
FC Bedgrove – no result received from 24th September. Fine stands.
Grant application accepted by Funds for Leagues for Registration Secretary’s laptop.
Late teamsheet for Bierton from 24th September. Secretary to contact Marcie to obtain receipt date in order for fine to be issued

Fixture Secretary’s Report :
Bierton Reserves cancelled match v Haddenham 8th October 2011. Bierton to be fined £25 and match awarded to Haddenham. Bierton to be also fined for not confirming match with referee and opposition (£10 each), for not advising postponement to Referees Secretary Fixtures Secretary and Press/Results Secretary (£10, £10 and £20). Bierton Reserves also to be asked to pay referees fee who travelled to the game (£30).
THERE WILL BE NO FIXTURES ARRANGED FOR CHRISTMAS EVE AND NEW YEARS EVE. Referee Secretary’s Report :For several weeks now we have more referees available to officiate than we have matches
We have received only two complaints from clubs about referees. Both have been duly noted.

Any Other Business :
Following an alleged racial comment made in the St Johns Magnets Reserves match with Aylesbury Park Rangers on 8th October, both clubs attended an emergency meeting held at Dayla Ltd, Aston Clinton on Wednesday 17th October. Both clubs put forward their cases and, having received the referees report, the Committee was not able to ascertain whether there was a case to answer to or not. Aylesbury Park Rangers were advised to take the matter further with the correct authorities if they felt they needed to.
League Jackets for ADL officials to be looked into in order for them to be recognisable at League finals.
Kevin Saw to ask County FA if RA members could be assessed once a season.
Photo ID. This process to be restarted for commencement next season.
Rule changes. Clubs to be asked to start thinking about proposed rule changes for next season and to contact Secretary with proposals.

Mark Neill from Aston Clinton FC attended a meeting with the Committee with view to a proposed return to football in the ADL following a suspension imposed by the League. This followed an incident in a league match in January 2011. He was represented by other officials of the club.
Mark Neill said he had not realised the seriousness of the incident and that it was totally out of character. He had to face disciplinary action at work where he is employed by RAF High Wycombe and he was also banned from Aston Clinton FC . He felt he had served his punishment and was ready to return to football.
After discussing the matter the Committee agreed to allow Mark Neill to sign on for Aston Clinton but he was told in no uncertain terms that a reoccurrence of such an incident would result in a life ban. |
